Counselor faces sex assault counts
Man charged in rape of 11-year-old girl

A Tilton man who told the police he counseled sex offenders has been indicted on charges he raped an 11-year-old girl who lived in his home, the police said.

Wayne Noyes, 50, of Tilton was indicted Thursday on four counts of aggravated felonious sexual assault following a yearlong investigation, said Detective Mathew Dawson of the Tilton police.

The police began investigating Noyes in November 2008 after the Division for Children, Youth and Families told them Noyes had shown pornographic materials and exposed himself to the girl and a 10-year-old boy who lived in his home on Quinn Street, Dawson said.

Noyes was arrested in December 2008 on charges of lewd conduct and indecent conduct, Dawson said. While Noyes was free on bail, investigators were told by DCYF that he had committed further offenses against the children, Dawson said. Noyes was then arrested in August on the charges of aggravated felonious sexual assault as well as forcible fondling.

Noyes is free on $50,000 cash bail, according to the Tilton police.

During an interview with Dawson, Noyes said he worked with sex offenders at Lakes Region Community Services in a program called "Using Our Tools," Dawson said. Noyes said his primary responsibility was to protect the public from sex offenders, Dawson said.

Shannon Kelly, a spokeswoman for Lakes Region Community Services, confirmed Noyes worked there full time from July 2007 to March 2009. Kelly said Noyes worked supporting adults but declined to say whether he had worked with sex offenders.

She said all job candidates undergo criminal background checks and other screenings before being hired at Lakes Region Community Services, a regional agency that serves people with developmental disabilities or acquired brain disorders.

Dawson said it was difficult for both detectives and grand jury members to listen to the details of the case.

"It's hard for them even to hear basically what happened," he said.

The court ordered that Noyes have no contact with the victims.
