Stuart Russell Jr. of Concord and Donna Newman of Sandwich, Mass., announce their engagement. Russell, son of the late Dr. Stuart and Ruth Russell of Hanover, is a graduate of Dartmouth College and Boston University. He served in the Peace Corps in Cameroon, West Africa, from 1965 to 1967. He retired from the Social Security office in Concord in 2007 after 30 years. Newman, daughter of the late Ernest and Carolyn Newman of Rock Hall, Md., attended Milwaukee Technical College and had a 30-year career with the federal government, retiring as a web designer for USGS in Woods Hole, Mass., in 2008.
