Former president of Concord youth baseball league faces charges of stealing

A former president of the Concord Northeast Baseball and Softball League was arrested yesterday for allegedly stealing money from the league for unrelated purposes in 2010.

Robert Lachapelle, 54, of Concord, served as league president from 2007 to 2011. He now faces three charges of theft by unauthorized taking or transfer related to $4,300 he allegedly withdrew from the league account through two fund transfers and one drawn check, the police said. Lachapelle turned himself in yesterday afternoon and was released on $15,000 personal recognizance bail. He did not return a request for comment.

The league became aware of inconsistencies in finances after Lachapelle left in 2011. An investigation found that certain financial activities hadn’t been disclosed to the Board of Directors, said league President Doug Miles in a statement. When the board could not resolve the inconsistencies, they took the information to the Concord Police Department in April.

After discovering the problems, the board “immediately changed several practices and adopted procedures within the organization to require greater controls over receipts and expenditures as well as more detailed recording and reporting of activity,” Miles said. He did not provide specifics on what those changes are.

During his tenure as league president, Lachapelle also served as director of the Babe Ruth Softball 16U World Series when it came to Concord in summer 2009.

According to the league’s bylaws, the president’s duties include making recommendations to the board that promote the welfare of the league; investigating complaints, irregularities and conditions detrimental to the league and reporting them to the board; and preparing an annual budget. There is also a treasurer who is in charge of preparing an annual financial report under the direction of the president.

The league bylaws also state “no directors, officer or member . . . shall receive, directly or indirectly any salary, compensation or emolument from Concord Northeast Baseball and Softball League Inc. for services rendered as director, officer or member.”

Lachapelle will be arraigned in Concord’s district court March 18.
