These guys are too smart to get caught...what the Council should do is revue all resignations especially from employees who have raised concerns in the past to see if further investigations are needed. Start small.
Here's one to start with..City Managers that allow Directors/Dept. Heads to write their own yearly evaluations for merits raises...a general practice going on since we went to a City Manager format.
Finally they should accept NO gifts.

Hows this for an idea...Instead of building a new library, take over the Borders facility. Renovate it anyway you wish...

The Borders closing has given the CPL a golden opportunity to attract new patrons. The last published report of library usage was down and If I remember correctly no one had a clue why! Well here's your chance. If the Library can't get a bump from this situation no amount of parading chidren will help when it comes to the next budget and then we must look further to see if the Foundation members and the Director are the right people governing this institution.

Why have public meetings when this budget is just being waved on by the council. Any changes made..I haven't seen it. Come on, it can't be that perfect. The Library is the perfect place to start. Your increasing the budget by 8 % with circulation and attendance down within both libraries. The Board, Foundation and its Director continue to be so gun-ho on keeping this institution open when they can only secure 31K in donations. Doesn't look like there is much interest.
Why is the compensation adjustment meeting not open the public? Thats the one we ALL need to attend. I see another 10K raise for a certain Manager who has raised taxes every year.

After giving this man the benefit of the doubt over for years, I now believe that Umile and his coaching staff should resign. They can not seem to get their teams up for a big game..York can..Parker more times than not..but not Umile . This lost will push them down to 4 seed at the Verizon which means out in first round...as usual.

Staff is the embodiment of its Director. You can't feel warm and fuzzy when you are being constantly suppressed.

The notion that no one has a clue on the reason for the decline is comical. It’s management and the people that over see that management.
A Library Director should be visible leader in the community and works collaboratively with its management staff, Trustees/Board and other key community groups in achieving library goals and objectives.
A Library Director should have the ability to manage creatively and effectively during times of declining revenues.
She seems to have failed on all counts.
The Library Board also is a contributor in the decline of usage. Their lack of long range planning and marketing of the libraries services and programs have been minimal. Although I am an advocate for a new building, unless their talking of their plan on a new library they don’t have much to say. It will be quite interesting to see when the new library is being talked about on how much monies the Director and Board have secured. Will they say “yes..we have donations or pledges of 10,20 even 30 percent of our costs? Unless funds are secured I don’t see this project coming to a conclusion.
Finally the City Manager is just sitting back and watching this unfold. Instead of asking for the Directors resignation and seeking an outside candidate to revitalize and introduce new services with political savvy, energy, with building ties and relationships in our communities his ultimate plan of privatizing or closing the library might pick up some steam.
In conclusion when you say you have no clue, resign and lets find someone who does.
