Concord sex offender faces news indecent exposure, lewdness charges

A convicted sex offender accused of inappropriately touching himself at a Concord business in July faces an additional felony charge in Tilton stemming from a similar incident.

Rob Powers, 56, of Concord is charged with indecent exposure and lewdness at the Starbucks at the Tanger Outlets on Laconia Road in Tilton, where he is now prohibited from visiting as a result of a civil trespass order.

Police said they received a call on Aug. 6 from a Starbucks employee after a young female reported to them that a man was sitting at a table touching himself and exposing himself, Tilton police Det. Christopher Rideout said Thursday.

A few days later, police arrested Powers on a warrant at the state prison, where he was being held on $25,000 cash-only bail on similar charges out of Concord. Powers was on parole at the time he is accused of committing the additional offenses.

Concord police responded to Panera Bread on Fort Eddy Road on July 29 for a report of a man who was “inappropriately touching himself while staring at a woman’s daughter,” Lt. Sean Ford said. Police identified Powers by reviewing video surveillance footage and by speaking with witnesses at the scene. He was arrested Aug. 8 and charged with indecent exposure and disorderly conduct.

Powers was previously convicted in 2011 of indecent exposure for masturbating at a Concord bookstore in May 2010. He was previously convicted in 2006 of the same offense.

Court records show that Powers has an extensive criminal history in New Hampshire that includes an aggravated felonious sexual assault conviction in Belknap County in 1994. He was found guilty of sexually assaulting a child under the age of 11 in that county.
