The New Hampshire keno kindergarten plan will become an unfunded mandate.
Gov. Chris Sununu never really explained why statewide kindergarten is important in the Granite State. Instead, he said some Canadians had expressed the “lack of statewide kindergarten.” Canada is a socialist country with some of the highest tax rates on the North American continent.
Keno is a questionable revenue source. It appeared on the political scene just as the casino legislation was entering its death throes. Like they were waiting. The Legislature trotted along behind. Keno is a manifest numbers game with below average payouts, it’s too small of a market to generate and real statewide revenue.
