I enjoyed Dan Marcus’s “3-Minute Civics” lesson (Sunday Monitor Forum, Nov. 3) using the commendable efforts of his wife to clean up garbage on the street. Though I don’t know what the Founding Fathers would have called it, we do have another option now, 243 years into our republic. We call it the public-private partnership. And, a good example of that is Concord’s Blue Bag Program (concordnh.gov/1424/Blue-Bag-Program).

Dan’s wife could get free blue bags from the city of Concord to collect her street garbage. This saves them the cost of the purple bags and allows the city to get the streets cleaned up with free labor. After the bags are full, you can leave them on the street, alert the administration division manager and someone will come pick them up.
