Letter: Funds available for commuter rail

There is a solution in plain sight to the funding problem for commuter rail trail noted in the Monitor’s recent lead article (“Rail plan short on funding”) and it is called “toll credits.”

These credits can be used to satisfy the 20% match required by federal funding and New Hampshire has millions of excessive toll credits generated by our toll roads. NHDOT regularly uses these credits to satisfy the 20% match on federally funded road projects. In fact, we have so many excess toll credits that the new federal infrastructure legislation contains a provision (sponsored by Sen. Shaheen) allowing them to be sold at a discount to other states. Wouldn’t it be better to use them in New Hampshire instead of selling them to Massachusetts so that it can build commuter rail to Pittsfield?
