Following a year like no other and uncertainty about what 2021 will hold, Hopkinton town and school officials say they worked on spending plans to ensure a successful year amid the continuing coronavirus pandemic.
The operating budget for the schools is proposed at $21.7 million, which is an increase of about $795,000 or 3.8% increase. School Board member Norm Goupil, said some driving factors in the budget are increased contributions to the New Hampshire Retirement System, the need to purchase Personal Protective Equipment and a facility project.
Voters will also be asked to approve a new teachers contract, which is expected to increase spending by $241,331 a year. That item is separate from the budget.
In addition, the school district is considering moving to an SB2 form of town meeting, which provides for a deliberative session, followed by ballot voting on election day. A public hearing on the proposal will be held Thursday at 5 p.m.
The total operating budget for the town is proposed at $7,662,087, which is an increase of $141,432, which is a 1.88% increase, according to a presentation during a public hearing on Wednesday.
Selectman Ken Traum pointed out that the solar array at the transfer station, and adjoining land in Webster is moving forward to and is expected to generate annual revenues to Hopkinton.
Hopkinton’s election will be held Tuesday, March 9, from 7 a.m. to 7 p.m. at the Middle High School. Absentee ballots will be accepted from voters concerned about the risk of COVID-19.
Masks will be required inside the school during voting, but an outdoor polling location will be available for those unable or unwilling to wear a mask. More info about the voting procedures can be found on the town website.
Hopkinton’s annual Town Meeting has been postponed under an executive order by the governor to Saturday, May 1.
