After reading the lastest articles about the Concord City Manager’s review process and that several councilors have suggested the need for more transparency in the process, I offer two suggestions.
First, during the committee’s review process, hold a public hearing. Of course you will get the inevitable “He’s paid too much! No wonder my taxes are so high!” Those can be respectfully listened to and ignored. But maybe there might be some useful thoughts shared. Second, when the committee completes its work, share with the public the three top areas where the manager is found to excel and three where there is room for improvement. These are the typical criteria of any job performance review. Yes, personnel matters are usually confidential, but this is the top employee in the city, so more transparency is perhaps warranted. Certainly, any personal as opposed to personnel matters will be kept private.
