A collision on Route 28 took the life of a 22-year-old driver in Pembroke early Friday morning.

Around 6:13 a.m., Pembroke Police received a report of a crash involving three vehicles in the southbound lane of the road, according to Chief Dawn Shea.

A truck with Hudson-based Continental Paving had stalled in the breakdown lane while the driver was in the process of putting up road construction signs. The driver of a Chevrolet Colorado passing the construction vehicle slowed to yield to oncoming traffic, which is when the third vehicle struck the Colorado from behind, according to Shea.

The driver of the third vehicle, identified as 22-year-old Justin C. Garvin of Epsom, was pronounced dead on the scene.

One other individual was injured in the crash and transferred to Concord Hospital for treatment for non-life-threatening injuries.

Shea said a preliminary investigation indicates that “speed was a factor.” The speed limit on that portion of Route 28 is 50 miles per hour. The intersection, at the crest of the hill between Epsom and Pembroke, was closed for four and a half hours on Friday morning as authorities from Pembroke, Epsom and the State Police responded to the collision.

“Our thoughts go out to the families of the deceased and the injured involved in the accident,” Shea said.
