An inmate at the men’s prison in Concord was transferred to ICE custody last week.
The ICE Boston Field Office said on social media on Thursday that federal immigration officers had arrested Avishay Alon, a “criminal illegal alien from Israel, during targeted operations in Concord, NH.”
In reality, the parole board approved Alon’s release to ICE, according to court documents reviewed by the Monitor. Instead of being released into the community, Alon was transferred directly from the prison into ICE custody.
Detainer agreements allow federal immigration agents to “take custody of removable aliens in a safe, controlled environment instead of at-large in the community,” according to ICE’s website.
Alon was serving time at the men’s prison in Concord following convictions in 2025 of conspiracy to commit kidnapping, possession of a controlled drug and criminal threatning, according to court documents.
Alon signed the parole certificate on Aug. 19, agreeing to the terms of release, according to court documents. The Department of Corrections released Alon into ICE custody on the morning of Aug. 20. Alon is being held at a detention facility in Folkston, Georgia.
The ICE Boston Field Office did not answer questions from the Monitor, instead sending a link to the social media post.
Alon, who identifies as female and prefers the name Allison, filed a federal lawsuit against the New Hampshire Department of Corrections in December, arguing that prison officials and guards created a harmful environment by incarcerating a transgender woman at the men’s prison in Concord and denying access to gender-transition care.
The Concord Police Department said it was not involved with ICE picking up Alon and has not assisted federal immigration enforcement.
“We haven’t done anything with ICE on anything along that line, and we haven’t been asked to,” said Interim Police Chief Barrett Moulton.
