Letter: Poor communications in Butler

So the Secret Service says that they were using a different radio frequency than the one used by local police. As a sailor, I used a handheld VHF radio that had a “scan” function that would pick up transmissions on channels other than the one(s) that I was monitoring. Pretty poor excuse for what should be routine practice.
