After roughly five hours of negotiation, state police arrested a man who they say had barricaded himself with a knife inside a building at the state office complex near Pleasant Street Tuesday evening. 

New Hampshire State Police were called around 3 p.m. to 127 Pleasant St., a single-story brick building at the state office complex. Troopers assigned to the New Hampshire State Police Crisis Negotiation Unit attempted to negotiate with the man for several hours before he was taken into custody and returned to the state prison, according to a press release.

State Police identified the man as Tad Emerson, 33, a minimum-security resident in a work program at the New Hampshire Department of Corrections.

Earlier in the afternoon, New Hampshire State Police said on X that the situation was “contained,” though a large police presence was on the scene and several armed officers were posted in the area between Industrial Drive and Power Lane throughout the evening as negotiation unfolded. People were asked to avoid the area, but a spokesperson for state police said state employees or the public faced no threat. 

As a result of Tuesday’s incident, Emerson was charged with being a felon in possession of a deadly weapon and resisting arrest, police said. In 2014, Emerson received a 10 to 30-year sentence after being charged with four counts of aggravated felonious sexual assault against a young girl in Dover.
