The city’s tenth ward is among its most expansive, encompassing almost all of the city east of Interstate 93 and north of 393, including East Concord and Mountain Road.

Jeff Foote is part of a multigenerational Concord family and two years ago unseated incumbent Zandra Rice Hawkins by running on his background of professional experience and local roots. Foote has been the public works director in the Town of Bedford for more than 20 years.

Foote did not complete the Monitor’s candidate questionnaire. He is one of five city councilors running without a challenger in the fall city elections.

In his first two years, Foote pushed for the city to implement impact fees โ€” additional charges put on developments when new infrastructure is built to accommodate them, from wider roads to larger sewer systems.

He is currently on leave from his position in Bedford after he had an altercation with a tree work crew while driving a town vehicle. Charges weren’t pursued after he issued an apology to the crew, but the town is investigating the incident internally.
